Indian Railways Efficient Lighting: Saving Energy with Compact Fluorescent Lamps

Background

Global warming and changing climatic conditions are a worldwide concern today. Climate changes resulting from increasing emissions of Green House Gases (GHG) would result in large changes in ecosystem, leading to possibly major disruptions of livelihoods, economic activity and human health. Reduced energy consumption by use of energy efficiency technologies is one of the key ways by which global warming effects can be mitigated.

Indian Railways CFL project

Indian Railways has taken number of energy conservation measures. One such project which is presently being undertaken is the distribution of 2.6 million Compact Fluorescent Lamps (CFLs) to the employees of Indian Railways, housed in railway quarters. This would probably be the first project of this magnitude world over.

Under this project, four CFLs will be given in exchange for four working incandescent lamps (ICLs) for free of charge. The households would benefit from reduced electricity bills, railways would benefit with overall reduced electricity generation and the attendant environment benefits of reduced emissions. This would mean avoiding the need for further capacity expansion in India�s over-stretched power system and reduces GHG emissions associated with electricity generation.

 

                Indian Railway in association with C-Quest Capital (CQC) and Philips will undertake distribution and replacement of ICL�s with CFL�s subject to some conditions as set forth in the project document.


           In order to inform stakeholders about the project and to seek their feedback on the project activities, and to enable a discussion on the impact the project, CQC (Project implementer) in association with Indian Railways have organized Stakeholder consultation meeting on 4th October 2009 at 12:00 hours at Railway Institute, Hemambika Nagar, Railway Colony, Palghat. The primary aim of this workshop was to develop common understanding on project definition and firming up of the project implementation strategy by sharing project implementation details with Indian Railways, local residents, policy makers, NGOs, representatives from relevant government agencies.
