Due to incessant and torrential rains and flooding in Kerala and part of Tamil Nadu (Kanniyakumari District) in the month of August 2018, several trains originating/ terminating/passing through Kerala region were fully/partially cancelled or diverted to run on a different route, for the period from 15th August to 23rd August 2018.We came to understand that many people, who moved out of their house to Relief Camps and returned back only after many days due to floods, had lost their belongings including personal IDs, Rail Travel Tickets etc., and even they were not able to retrieve the details of their tickets to get Ticket Deposit Receipts (TDR) in case of PRS counter tickets or to file online TDR for e-tickets booked through IRCTC website.

Based on the representations received from the general public belonging to Kerala and part of Tamil Nadu, the Railways have permitted counter refunds for the extended period upto 15 days from 15thAugust to 29th August 2018 and also issue of TDRs upto one month (as against the stipulated time of 3 days), effective from 20th August 2018, as a customer-friendly initiative, to enable the rail users, who were unable to cancel their tickets through booking window or file online TDRs within the stipulated time limits, to claim the refund through the Refund Offices at the Headquarters/Divisional level over Southern Railway. The refund claims received even after the above stipulated periods are also being considered, depending on its merit.

As a consequence of the relaxation given for issue of Ticket Deposit Receipts for the extended period, the Refund Offices functioning at the Headquarters/Divisional level over Southern Railway had received a total number of 14,648 TDR/Ticket refund claims during the period from 20thAugust 2018 to 20th October 2018 and a sum of Rs.84,14,095/-was paid as refund to the rail customers. This is over and above the refunds granted across the booking counters on Southern Railway against PRS counter tickets for 15 days from 15thAugust to 29th August 2018, which was approximately Rs.6,84,13,852/-in Kerala alone. Thus, over Rs.7.68 crores was refunded to our passengers in the aftermath of the floods by Southern Railway even in the absence of physical tickets through verification of records and proactive action.
