Some sections of the media have reported that Southern Railway has not utilised the allotted funds from Railway Board for certain railway projects in Tamilnadu.
It is clarified that above report does not reflect the factual position, since the allotment and utilisation of funds in individual projects is a dynamic process and keep varying through various quarters based on various parameters.
The release of funds in stages is matched with the physical progress at site and the capacity of the project to utilize the money in a given quarter. And when there is a mismatch, the unutilised funds are moved to projects needing more funds. Any project is ready for utilising the funds only :
(i) when the project's final location survey and the final alignment of line is finalized.
(ii) Detailed project report(DPR) is finalised & approved by the Ministry.
(iii) Land acquisition with the help of state government is completed , at least for major length of the project
(iv) Tendering process for fixing the agencies is completed for execution of the work
A few projects in Tamilnadu and Kerala are currently in various stages of the above said milestones.
Hence a routine official correspondence made by SR to the railway board that the funds allotted for certain projects which are not going to be utilised within current quarter and will be sought in the subsequent quarters, has been misinterpreted wrongly by certain sections of the media due to ignorance and sketchy information.
The flow of funds between zonal Railways and Railway Board is an internal dynamic process which aim at maximizing the effective utilisation of the national resources. And there is no dearth of funds for the projects in Indian Railways and Southern Railway continues to receive maximum funds for the projects as and when required.
It is reiterated that Southern Railway is committed to execute all its sanctioned projects in it's jurisdiction, especially in the states of Tamilnadu and Kerala.
